You need to turn it on by going to the top of your PSP and push the little rectangle that says WLAN and
UltraXtend Stiftung Warentest push it to the right!
Your WLAN is on now and working. (note: your must have a stable internet connection!) Come on man you should look around your PSP before asking a question like that...
